Overview

The panel will discuss approaches to the state’s widespread challenges in meeting the behavioral health needs of its population, focusing on the development of Permian Basin Behavioral Health Center in Midland. Panelists will discuss determination of the region’s needs, building community awareness and support, securing State funding and the unique structure established to fund and operate the new facility. Panelists include the local hospital executive who led the development, the attorney who helped create the structure and the leader of the consulting team that assisted in crafting and supporting the vision from the very beginning.

Paul Braden is the Head of Norton Rose Fulbright's US Public Finance practice and has been practicing law for over 35 years. He regularly represents various special districts, State agencies, and local government entities in all matters related to governance and the financing of necessary infrastructure. He has acted as special counsel, bond counsel, disclosure counsel, underwriters counsel and issuer's counsel in a variety of matters, including the formation of local government corporations or special districts, traditional tax backed bond issuances, revenue financings, securitizations, and tax credit bonds. Serving as bond counsel, disclosure counsel, underwriters' counsel or issuer counsel, he has represented clients in financings involving billions of dollars of debt securities.

Andy Keller, PhD, is President and Chief Executive Officer of the Meadows Mental Health Policy Institute, an independent, nonpartisan policy and program research organization that helps local, state, and national leaders devise and implement solutions to address our nation’s mental health crisis. Andy is a clinical and community psychologist with more than 25 years of experience bringing health policy, financing, and best practices together to help people recover mental illness and addiction. His work centers on helping local health and community based organizations deliver the care that people, families, and communities need, and ensuring that local, federal and state policy-makers implement the regulatory and financial frameworks to help those care providers innovate and thrive. Prior to developing and leading the Meadows Institute, Andy was a managing partner for 15 years at a national behavioral health management consulting firm where he focused on health financing, strategic partnerships, and system redesign. Before that, he worked in Colorado with a leading Medicaid HMO and the local community mental health system, where he directed and led a range of community-based and care management programs.

Russell Meyers

Russell Meyers currently serves as President of Permian Basin Behavioral Health Center, a comprehensive mental health facility under development as a joint effort of Midland and Ector County Hospital Districts, with a projected opening date of April, 2026. He has been a healthcare executive for 40 years, including 20 years as CEO of Midland Health. He is a graduate of the Health Services Administration program at the University of Houston Clear Lake, and completed undergraduate work at Rice University. He is a Fellow of the American College of Healthcare Executives.
