Overview
Antitrust scrutiny in healthcare private equity is intensifying, with the FTC and DOJ using their oversight and enforcement authority in response to increasing market concentration. Recent enforcement actions have targeted both horizontal and vertical integration strategies, with particular focus on roll-up acquisitions and their competitive implications. In this session we will hear from DOJ attorneys within the criminal and civil antitrust enforcement divisions as well as a former FTC attorney who is now in private practice defending PE firms from such enforcement actions. Jill C. Maguire (she/her) serves as the Acting Chief of the Healthcare & Consumer Products Section within the Justice Department’s Antitrust Division. Jill joined the Division in 2015. Prior to the Division, she was an attorney at Steptoe & Johnson LLP in Washington DC.

Sara Clingan is an Assistant Chief in the Washington Criminal Section of the Antitrust Division. Before joining the Division, Sara was a prosecutor in the Health Care Fraud Strike Force in the Criminal Division of the Department of Justice, where she tried and obtained convictions in a variety of complex white collar criminal cases in the health care space.
