Casey Roy has practiced as a commercial bankruptcy attorney for 30 years and has a unique breadth of experience. During his career, Casey has developed expertise in the intersection of state regulatory and federal bankruptcy law, particularly in the health care space. He began his practice in Houston, working for several years on complex commercial Chapter 11 cases at two different bankruptcy boutique firms. Casey subsequently answered a call to public service in Austin, serving for 12 years as an Assistant Attorney General with the Texas Attorney General’s Office. He was regulatory counsel to Texas state agencies in complex bankruptcy matters, with an emphasis on cases in the health care market involving senior living and skilled nursing operators, acute care hospitals, surgical centers, home health agencies, hospice, and behavioral providers. Casey also gained expertise on environmental, energy, and consumer protection-focused bankruptcy cases. He then served for approximately three years as a Trial Attorney with the United States Department of Justice’s United States Trustee program. Among other things during his tenure with the Department of Justice, Casey served as counsel to the United States Trustee in complex Chapter 11 healthcare cases filed in the Southern District of Texas. Casey joined Ross, Smith & Binford, PC in 2024 where he continues to represent various stakeholders in Chapter 11 cases, including state agencies in bankruptcy litigation and statutory patient care ombudsmen in complex healthcare restructurings.

Daniel Wolfe

Daniel Wolfe is a graduate of the SMU Dedman School of Law and currently serves as the Coordinating Attorney for bankruptcy, Medicare provider enrollment, and Medicaid financing in the Office of the General Counsel for the U.S. Department of Health and Human Services in Dallas. With over 25 years of health law experience, Mr. Wolfe has represented the Centers for Medicare and Medicaid Services in hundreds of administrative and federal court cases, addressing issues such as bankruptcy, quality of care, enrollment, program integrity, HIPAA, and reimbursement. As a speaker, Mr. Wolfe has delivered presentations on a range of topics, including changes of ownership, suspensions of payments, bankruptcy jurisdiction, injunctions, and HIPAA. His outstanding service has been recognized with several prestigious awards, including the OGC Excellence of Service Award in 2012 and the OGC Career Achievement Award in 2023, presented by the General Counsel of HHS.
