Challenges and Opportunities in Rural Health Care

Overview

Panelists will discuss the challenges faced by rural health care facilities and practitioners and the legal and regulatory options for those facilities and practitioners to continue to provide health care to rural communities. Issues discussed will include legal definitions of rural versus perceptions of rural, critical access hospitals and rural emergency hospitals, rural health clinics, and maternal healthcare in Texas. Panelists will also discuss the role of storytelling and media in advocating for health policy changes. MCLE: 1.0 hrs

Jennifer Claymon offers more than 25 years of legal experience representing health care entities in Texas. Board Certified in Health Law, Jennifer focuses on administrative and health law related to hospitals, physicians and other health care providers, and she advises health care clients on a wide range of organizational and regulatory issues. Jennifer has worked extensively with rural healthcare providers throughout her career.

Ted Matthews has been associated with rural healthcare for over 25 years. He has served as an Administrator/CEO of two rural hospitals in Texas: Anson General Hospital, Anson, Texas and Eastland Memorial Hospital, Eastland, Texas. He has also served on numerous healthcare boards, such as TORCH, THA, TRHA, and various state committees. He has been very active in addressing rural healthcare issues on a state and national basis. In 2021, Mr. Matthews retired to enjoy time with family and friends at the lake. Recently, however, he was approached by Anson General Hospital, where he began his career as a hospital administrator, and asked to return on an interim basis to help the hospital navigate through difficult financial times. In addition, Anson General Hospital needed guidance in its conversion to a new federal designation known, as a Rural Emergency Hospital. Mr. Matthews responded by saying “how do you say ‘no’ to your home community?"
