Biography

Kathryn Jantz is the Senior Associate responsible for providing subject matter expertise on Medicaid health related social needs policy, the intersection between food and health, social return on investment for upstream activities, and healthcare-based programs to address social needs. She is a public health policy expert focused on mobilizing the healthcare system to address the structural drivers of health inequity. In prior roles, she supported states in developing strategies to finance care for children in youth with special health care needs, led the implementation and design of Colorado Medicaid’s primary delivery system, and ran a successful Accountable Health Communities Model in Western Colorado. Kathryn holds a Masters in social work with a focus in clinical practice and a Masters in public health with a focus in health law.

Sophia Allen, MPH is a public health professional dedicated to maternal, child, and reproductive health equity. Her current work focuses on implementation and evaluation of programs designed to identify and respond to social needs among low-income pregnant and postpartum people in rural northern New England, with a strong focus on food and nutrition access. She has also worked at the intersection of mental health and substance use disorders among adults with serious mental illness. Throughout her career, she has been principally involved in all aspects of program development and research, from design to dissemination.

Dr. Patel's research has established her reputation as a scholar at the intersection of social determinants of health and chronic disease. Her work aims to foster partnerships between patients, their providers, and the health care systems in which they interact. Dr. Patel's research can be grouped into two interconnected themes: Financial burden and unmet social determinants of health as factors that influence poor health outcomes; interventions focused on removing access to care barriers, alleviating financial burden and unmet social needs, and supporting chronic disease management. She explores these themes in a wide range of chronic conditions including diabetes, cancer, respiratory diseases, cardiovascular disease, and cancer. Her intervention work prioritizes populations experiencing health inequities. Dr. Patel has a strong track record of stakeholder collaboration in large-scale intervention projects and practice-based teaching, both with community-based, healthcare delivery, and health-serving organizations. The long-term goal of her research program is to improve chronic disease outcomes by addressing both social factors and disease management.

When establishing and running the quality improvement program at Bergen Medical school, he was advised by his Norwegian family to buy the best rain wear at the North Atlantic fisherman store there. He served a frightening 12 years as a board director of the USA Joint commission international where he saw the best and worst of healthcare, and serves as a board director of the global implementation society leading their implementation competencies committee. Barbara Rubino is a board-certified Internal Medicine physician and primary care doctor who currently serves as the Associate Chief Medical Officer at Covered California. She has a relentless focus on primary care access, high quality and equitable outcomes, and innovative approaches to quality delivery and measurement. Her broad perspective from across the healthcare industry is built upon a foundation of excellence in direct care delivery, as well as experience working with payers and within health tech. She started her career in primary care within the Los Angeles Department of Health Services as a clinic Medical Director, as well as overseeing quality programs and the integration of behavioral and social health services into the primary care setting. Immediately prior to joining Covered California, she worked at Oscar Health as Senior Medical Director for Clinical Strategy where she designed the care delivery model for Virtual Primary Care, as well as the quality and population health programs that serve patients and members on state health benefits exchanges across the nation. This gave her a unique perspective and understanding of the opportunities and needs of patients who receive coverage through the exchanges, which she brings to her work with Covered California.

Judy Monestime, DBA, RHIA, a health informatics scholarly practitioner. She is a faculty member in the Health Administration Program at the College of Business at Florida Atlantic University. Biography

Ryan Lowery, MD, FAAP is a community pediatrician working in a Federally Qualified Health Center in Austin, Texas. He completed a Fellowship with The Physicians Foundation focused on drivers of health and national efforts around standardizing screening and response to health-related social needs. He is an Assistant Program Director with the Dell Medical School Pediatric Residency Program. He has a specific interest in resident education and mentorship in the field of pediatric advocacy.
