She is a subject-matter expert on health and human services programs and provides technical assistance/policy support to communities to build capacity to address homelessness.
Jeannette Rodriguez

Jeannette Rodriguez is the Deputy Director of Housing for Alameda County’s Office of Homeless Care and Coordination (OHCC). Prior to OHCC Jeannette managed a portfolio of federal and state homelessness funding within the county’s Housing and Community Development Department. Jeannette has over twenty-three years of public service and nonprofit management experience.
Gillian Morshedi

Gillian Morshedi is a Directing Attorney for HomeBase. Her primary areas of focus and expertise are housing and health care coordination and integration, including building partnerships and leveraging mainstream health and other resources to better serve people with housing and physical and behavioral health needs; Coordinated Entry planning, development, and implementation; and strategic planning and facilitation. Gillian supports cross-sector work directly with homeless response and health system partners (including Medicaid state agencies and Medicaid managed care plans and coordinated care organizations) at both the state and community level to promote collaboration, coordination, planning, and implementation efforts to ensure equitable and impactful utilization of health and housing resources by people experiencing homelessness.
As a member of HUD’s National Disaster Response Technical Assistance Team, Gillian provided COVID-19 response coaching and technical assistance to communities in California and around the country to support planning and implementation of emergency COVID-19 public health responses and rehousing efforts to mitigate the spread of COVID-19 among people experiencing homelessness. For five years, she was also part of the U.S. Department of Health and Human Services – Substance Abuse and Mental Health Services Administration’s (SAMHSA) Homeless and Housing Resource Network (HHRN), SAMHSA’s training and technical assistance center that shares knowledge and best practices for preventing and ending homelessness. Gillian was the primary Staff Attorney responsible for designing, planning, producing, and facilitating the HUD-sponsored Housing and Healthcare Systems Integration (H2) action planning sessions held in 20 states around the nation in 2014-2016, as well as overseeing and delivering implementation support for all 20 communities. Gillian also assists with CoC/HEARTH/HMIS legislation, regulation, and implementation by conducting direct technical assistance in communities throughout the United States. Gillian has a B.A. from Dartmouth College and a J.D. with honors from Emory University School of Law.
Gregory Rodriguez

Greg was born in Huntington Beach, California. At 14, Greg and his Mother moved to Boise, Idaho. Greg attended public schools and became active in his community and volunteered for campaigns. Greg attended Gonzaga University for Economics and Political Science. While working full-time, he also served every year on the Student Body Association
After college Greg moved to Seattle and became active in issues defending individual liberties. He fought anti-hate and anti-women ballot initiatives and started his own consulting company.
In 1996 Greg left his company and became a stay-at-home parent to Zachary and Joshua. Greg became active in forging solutions for children with developmental disabilities and served on the Governor’s Developmental Disabilities Council.
Greg revived his business and worked on numerous local, state, and national campaigns. In 2013 Greg became the District Director for Congressman Raul Ruiz where he spent two years developing the office and its staff to deliver unparalleled constituent services to veterans, seniors and the underserved.
Greg left the Congressman’s office in 2015 to campaign for the California State Assembly. Although unsuccessful in his bid Greg went on to become the Senior Policy Advisor for Riverside County Supervisor V. Manuel Perez specializing in healthcare, housing, and homelessness. In 2022 Greg became Deputy Director for Government Affairs and Community Engagement for Riverside County's Housing and Workforce Solutions Department.
Greg and his family permanently called the desert home in 2006. Greg immediately became active in the community focusing on education and local community activities. He served as PTA President and Treasurer, School Site Council Chair, Chair of the School District’s Bond Oversight Committee, District parental advisory committees, member and President of the Foundation for the Palm Springs Unified School District, board member of the Desert AIDS Project, and as the First Vice Chair of the Palm Springs Human Rights Commission. Greg is currently the Chair of the Riverside University Health Systems Community Health Center Board of Directors.
