Session Overview
It is important to elevate awareness that the PSH industry is in a “crossroads” moment. There are unique pressures on operating budgets from rising expenses and reduced income, and other challenges as owners work with maturing Coordinated Entry systems to efficiently lease-up buildings and best serve referrals with complex health and housing stability barriers.
This session will look more deeply at the recent policy and economic trends that are reshaping PSH design and operations. We will pay attention to some of the unique preservation needs of the earliest PSH properties that were put in service decades ago while highlighting warning signs that affect the future of the entire site-based PSH universe, old and new. We will also spotlight examples across the country where local officials and other critical stakeholders are planning and executing strategies to stabilize and preserve precious PSH assets while balancing production goals.

Marc directs homelessness and supportive housing initiatives for Enterprise’s Southern California market. He is currently directing a permanent supportive housing preservation initiative and systems change efforts to strengthen the permanent housing component of the Coordinated Entry System. He joined Enterprise in 2007, when he was responsible initially for managing technical assistance assignments contracted through the HUD Los Angeles Field office, which included the federal HOME and Continuum of Care programs. Prior to Enterprise, he served as Senior Program Manager at Shelter Partnership, Inc. for six years, serving as the lead technical assistance provider for the Los Angeles HOPWA program, in addition to managing other strategic and systems planning efforts during that time relative to special needs housing initiatives in Los Angeles County. Marc started in the housing and community development field as an AmeriCorps intern at Resources for Community Development, an affordable housing development organization in Berkeley, CA. He holds a B.A. in History from the University of Michigan.

Leonard L. Adams Jr. is the Founder and CEO of Quest Community Development Corporation, a Georgia-based nonprofit organization. Mr. Adams is a true visionary taking this grassroots organization to an annual operating budget of $7.3M, with $57M in current assets and securing over $100M in government grants, loans, and subsidy support for affordable housing under his leadership. Mr. Adams is also the owner and leadership development consultant of Quest Ventures, LLC, which holds a minority-owned business entity (MBE) designation. As an entrepreneur, social entrepreneur, and consultant of over 25 years, Mr. Adams has extensive experience in developing affordable and supportive housing communities in challenged neighborhoods in Atlanta. Mr. Adams gained his MBA from Kennesaw State University, a HUD CHDO certificate from the University of Illinois and completed his undergraduate studies at Knoxville College.
Debbie Burkart

Deborah Burkart is a Managing Director of Supportive Housing at National Equity Fund, Inc. (NEF), a leading non-profit syndicator of low-income housing tax credits. Since joining NEF in 1992, she has underwritten supportive housing and affordable assisted living investments for NEF's funds for a wide range of populations facing barriers. These include veterans with a disability and/or experiencing homelessness, the frail elderly, persons experiencing homelessness, and persons with a mental illness. She’s a nationally recognized expert on affordable seniors housing as well as supportive housing financing and policy. During her 30 years with NEF, Burkart has assisted in the acquisition and/or underwriting of more than $1 billion in tax credit equity for supportive housing projects with set asides for veterans experiencing homelessness in 17 states. In 2012, she founded and directs LISC-NEF’s Bring Them HOMES, which has raised over $9 million in predevelopment grant funding for veterans supportive housing projects. She graduated from Duke University and received master’s degrees in business administration and city and regional planning from the University of North Carolina at Chapel Hill.
Cathryn Vassell

Cathryn Vassell has dedicated her career to working with individuals experiencing homelessness and individuals living in marginalized communities for over 25 years. She currently serves as the
Chief Executive Officer of Partners for HOME, where she creates and executes the strategy and vision for ending homelessness in the City of Atlanta. Prior to joining Partners for HOME, Cathryn served concurrently as the Legal, Policy and Compliance Officer for St. Joseph’s Health System, and the Behavioral Health Coordinator for Mercy Care, Inc. There, she was instrumental in the development and management of a holistically integrated medical and behavioral health care program across 13 clinic sites. Cathryn has also served as the Program Director for City of Refuge, a shelter for women and children experiencing homelessness. Cathryn was admitted to the Georgia Bar in 2012 and is a Licensed Clinical Social Worker (LCSW) as well as an Advisory Board member for HouseATL and the Justice Policy Board.
