This preconference institute is designed for the Department of Veterans Affairs (VA) staff and community partners working with the VA.


Description

The U.S. Department of Veterans Affairs has had considerable success in ending homelessness among veterans. While many cities have successfully reached the goal of ending homelessness among veterans there are many that are struggling to achieve this milestone. This preconference session is designed as an interactive, open dialogue. There will be several brief presentations interspersed throughout the session and these will be followed by discussion of what helps and what hinders programs in ending homelessness for Veterans. The goal is to stimulate open dialogue and learn from each other the best practices and protocols to help every program to reach our goal.

Meghan Deal

Meghan C. Deal, LICSW, ACSW is the National Director of VA’s HUD-VASH Program Office, prior to which she worked at VA Puget Sound Health Care System. Ms. Deal received her MSW from University of Washington and has been working with homeless and other underserved populations for more than 20 years.

Deborah Lee
Hud-vash Regional Coordinator

Deborah Lee is the HUD-VASH Regional Housing and Urban Development-Veterans Affairs Supportive Housing (HUD-VASH) Team at VA Central Office for Region 2 where she provides oversight and monitoring for HUD-VASH programs across the Southeast. Ms. Lee has held several positions in the Health Care for Homeless Veterans Program. and has been employed by the Department of Veterans Affairs for 29 years. Ms. Deborah Lee is a licensed clinical social worker with a specialization in substance abuse and aging. She graduated from East Carolina University, with a Bachelor of Science degree psychology in 1983. She received a Master of Arts in Clinical Psychology degree from North Carolina Central University in 1987. She also received a Master of Social Work degree from the University of North Carolina at Chapel Hill in 2003. She is also a Licensed Clinical Social Worker and Licensed Clinical Addiction Specialist in the State of North Carolina.

Meredith Malpass, LCSW, LCAS, CCS has worked within the Veterans Health Administration for the last 11 years, primarily working in the Housing and Urban Development-Veteran Affairs Supportive Housing (HUD-VASH) Program. Meredith is presently a Regional Coordinator with the National HUD-VASH Program Office and oversees the Tribal HUD-VASH Program.

Anthony Love

Anthony Love serves as the Principal Advisor, Inter/Intra-Agency Collaboration and Director of Community Engagement for the Department of Veterans Affairs, Veterans Health Administration, Homeless Programs. In this role, he develops and implements strategies to improve VA’s engagement with federal, state, and local agencies, communities, and other interested stakeholders to ensure every resource is available to Veterans needing to exit homelessness. He also provides timely and insightful advice to the Director of VHA Homeless Programs on operational and strategic opportunities, as well as identifies and recommends best practices related to homeless solutions, community, state, and local government engagement as well as facilitates alignment of VHA Operations and Research functions. Anthony has over 25 years of experience in homelessness, Veterans, and poverty issues, which includes leading the largest provider of housing and support services to homeless veterans in Texas and serving as CEO of the principal agency for the homeless Continuum of Care in Houston, TX. Anthony spent most of 2021 and some of 2022 as the Interim Executive Director at the United States Interagency Council on Homelessness (USICH). He was called upon to provide steady leadership in a time of transition and a need to rebuild the agency’s reputation and relationships. This was his second stint at USICH as he also served as Deputy Director at the agency from 2010-to 2012. In his role as Deputy Director, he was responsible for coordinating the state and local work of the Council and serve as the lead on Veterans issues for the Council. Anthony earned a Master of Arts Degree in Public Administration from the University of Missouri‐Kansas City.
