Tara Moss oversees PDA programs that include LEAD and CoLEAD. Under her co-leadership, LEAD and CoLEAD grew from a pilot program to multi-agency initiatives with countywide impact and a commitment to harm reduction, trauma-informed care, racial equality, power sharing, and accountable relationships.

Crystal comes to PDA’s CoLEAD team with over 6 years in Human Services, dedicating most of her time to serving unhoused communities in various counties. Her work is centered on housing first, harm reduction, trauma-informed care, and creative approaches to fill the gaps in our communities.
Chevonna Gaylor

Chevonna Gaylor, MA, LMFT is a Licensed Marriage and Family Therapist and Mental Health Expert. Although Chevonna has served most populations and clinical settings, she specializes in trauma-informed and culturally conscious services. She has extensive experience serving individuals facing community violence, homelessness, and human trafficking.
Marco Brydolf-Horwitz

Marco Brydolf-Horwitz is a PhD student in sociology at the University of Washington. He researches and teaches about housing, urban governance, and how cities respond to and manage poverty and marginalization. He is currently working on a project about housing and homelessness.
