How are European nations embedding Housing First within national strategies to end homelessness? This plenary brings together leaders from three countries that have made Housing First a cornerstone of their national response to rough sleeping. Panelists will discuss what’s working, what challenges remain, and how robust national frameworks can sustain progress and bring Housing First to full scale.

Stepan Ripka is a member of the European Commission Housing Task Force, responsible for State aid and homelessness. He previously worked in the Czech public administration on the development of housing, social housing, and homelessness policies, and also led a randomized control trial in Brno, Czechia, demonstrating the effectiveness of Housing First for homeless families. He is a founding member of the Czech umbrella Platform for Social Housing. He studied sociology and social anthropology.

Dr. Raphaël Bouloudnine is a psychiatrist and national coordinator of Un chez soi d’abord at DIHAL. He promotes recovery-oriented Housing First policies in France, supports peer involvement, and develops innovations like Working First. He also contributes to European collaboration on inclusive, sustainable responses to homelessness and mental health needs.

Prof. Dr. Volker Busch-Geertsema is a senior researcher at the Association for Innovative Social Research and Social Planning (GISS, Bremen, Germany), Coordinator of the European Observatory on Homelessness and co-editor of the European Journal of Homelessness and has been doing homelessness research in Germany and Europe for more than 30 years. He was appointed honorary professor by Heriot Watt University in 2015 (renewed several times). In the European and international context, he has participated as lead partner in a number of projects, focusing on measuring homelessness (including the EU funded project Measurement of Homelessness at European Union Level), prevention of homelessness and on strategies to minimise homelessness. He has led the Housing First Europe project and promoted the Housing First approach in Germany through a whole range of articles and presentations. He has produced indepth evaluations of Housing First projects in Leipzig, Bremen and North Rhine-Westphalia and provided recommendations for the implementation of Housing First in various regional states.
